CPU Block Summit MS For AM4 plate

Can I just ask why this CPU block has a smaller plate in the middle and a bigger plate around it?  

I just got 3900x and I'm hoping this will be good for it?

Hello, the smaller plate is covering the die, which is the main heat place of the CPU. Taking more heat away from the die, having better performance.
