customs took apart my waterblock and damaged it

Question

i recieved my package and the entire block has been took apart including removal of the adhesive stickers on the acrylic sides. when i opened my box all the screws were loose coming out of the box when i opened it. idk if this is supposed to be like this but the sticker isnt in the box either and there is residue left where it should be and if its supposed to come like this then my apologies but im confused because the instructions sent with dont explain please help.
