My fans flash while trying to run at lower light levels.

Question

Have two sets of fans feeding off hubs. Both sets are not holding the light levels at dimmer settings. It flashes a blight light like a spike in brightness. My other rgb aren't doing this

Any ideas of the cause? Asus b550 strix
