Is this Block( BP-VG3090EVFTW) compatible with the PC-O11D in the horizontal position?

Sorry, BP-VG3090EVFTW is not compatible with the PC-O11D in the horizontal position. But you can replace the link with BP-VGAMDLAC-A2, and then you can install the water block in the horizontal position.
