I received a Titan X 1.2 with a broken "distro" plate, What can I do?

I bought a Titan X 1.2 (Intel) from an ebay seller who claims they never opened the box to the case (the original shipping tape was still intact when I received it). The "distro" plate was disconnected from the radiator, broken at each of the mounting screws, and just leaning against the inside front of the case along with the led strip dangling in front of it. Can you help me?

Titan X 1.2 is only sold at the Micro center shop. Do you have the receipt for this product? It is a second-hand product so maybe not in warranty.
