Can pump speed be changed/customized?

Question

I was wondering if I have any control over the pump speed or flow? I was cleaning the pc yesterday and I feel that after taking some dust off the flow is a bit odd, and temps are higher than normal now. 

I got a BITSPOWER CP HYDROFLUXE CUSTOM WATER COOLING KIT 360M running on an AMD Ryzen 9 5950x. Feeling a bit weird that the temps idle at around 50-60c.

The AMD Ryzen 9 5950x CPU itself is very hot. What's about the temps before?
Did the CPU water block contact well with the surface of your CPU?
