Trouble Installing LGA 1700 Backplate Expansion

Question

I recently purchased a Titan One 2.0 kit.  Included, was a backplate expansion kit for LGA 1700 sockets.  Problem is, when I go to mount the CPU water block, the block plate does not contact the CPU, even when the thumbscrews are fully tightened.  Not sure what to do here....
