How much of gap is there supposed to be between the washers and the bracket?

Question

The pictures show at least a 1/4 inch gap between the washer and bracket.  Changing the screws didn't help either.

Hi Tundrabuni,
 

It is correct. That's to avoid over turn the thumb screw.

Please go on putting the washer and spring on the backplate bolt, and then turn the thumb screw to the end.
