6900XT/6950XT VGA Classic water block - the 1.0mm thermal pads called fornl do not seem to make contact in some places?

Question

I have an AMD Radeon 6950XT reference card to go with the VGA Classic block for the 6900XT/6950XT. Two of the 1.0mm thermal pads called for in the instruction manual do not appear to make contact at all. The card is idling at almost 180° Fahrenheit. I have pictures and can indicate the pads in question - I have placed the other 1 and 2.5mm thermal pads and paste in accordance with the manual

Would you send us the pictures and the receipt for this water block?
If there is no pressed trace on the thermal pads,
It means the thickness of the thermal pad is not thick enough.
