I need the installation manual for the BPM-TRX40AIO-V2 liquid cooler.  Specifically, I need to know whether I need to fill the cooler with liquid.  If so, how do I do that?

You don't need to fill the cooler with liquid because it already contains liquid.
You just need to install the water block on the CPU.
And install the radiator in your chassis.
