One of my fans of the AI-12025 model is making a very loud noise, like it’s scrapping the bottom of the fan

the fan is question is the top middle part of my PC,  built into a PHANTEKS NV5 case. it seems that the fan is lower than the the other and when it drops to a certain height is starts scrapping the bottom. slowing its performance and making a very loud noise.
